Does this sound right?

I'm starting week 8 of SL on Monday... had a trainer measure the circumference of my thigh this morning and it has gone down 2 inches. Does this sound normal? I've stuck to the weights every single time so I would assume that yes, the muscle is getting bigger, but the fat has gone down considerably.

What are your thoughts? :)

Assuming you are eating at a deficit to lose weight, then yes, it's normal. You are maintaining the muscle mass by lifting (it's not getting bigger) and losing fat, so the circumference of your thighs will go down and the muscle will look more defined. He strength gains you are making are from your muscles becoming more efficient (the neuromuscular aspect)
