Calories never change....

No matter how many steps/exercise I do, the amount of calories I am allowed on my FitBit app stays at 1262. Why is this?

Have you checked your settings to be sure you have enabled calorie credits?0

Perhaps because you manually entered a goal on Fitbit, rather than taking one of the four defaults?
If you manually set a goal - there is no adjustment no matter how active you are.
They assume if you set it - you know what you are doing.
If not - set to 250, 500, 750, or 1000 cal deficit depending on how much left to lose.
But if you are syncing with MFP - it's recommended to cut out aggravation by using MFP for anything eating related - like eating goals.
And use Fitbit for anything movement related - like manually logging workouts that don't estimate well with HR for calories.1 -
