So I started scraping the paint and assessing the damage...
It appears the drywall paper is the "old" style (makes sense as this portion of the house was built in 1977) and hasn't crumbled into mush like modern drywall tends to do...
The flap which I initially thought was paper hanging down turns out to be paint and drywall mud...
