If you are a beginner to resistance training and have a good amount of BF% you will definitely gain strength, muscle mass and lose fat. The longer you have trained and the less BF% you have to more difficult it will be to make happen.

Exceptions to this would be if you are using steroids or HGH. There is also a very, very small percentage of people who genetically can do this easier than others.

Generally it is easier to bulk and then cut with the understanding you will lose some muscle mass and strength. Keeping your protein intake high...and usually higher than when you are bulking will help preserve as much muscle as possible.

Trying to figure out the perfect combination of gaining muscle to losing fat is difficult and usually takes longer but sometimes this is required.

However, for 90% of us it's faster and easier to bulk and cut.

Again it is possible but you really have to monitor all the variables to make it happen. If you have the time and expendable wealth there are trainers out there who can help with this. A lot of actors and models have to maintain a specific look but at the same time want to get stronger, look thinner, etc. Although i'm guessing a lot of the male actors may have supplements the rest of us can't get from GNC to assist them...=)

The simple answer is its a Yes or No question. So the simple answer given 99 times out of 100 is No; while you body is in a catabolic state due to being in a caloric deficit, there are no calories available to build muscle. You would need to be in caloric surplus (anabolic state) to "build" muscle. Again simple answer given to most people.

More technical answer is, It depends on how much body fat, how new you are to weight lifting, or if you weight lifted before but are now getting back in it after an extended period. See link for the specifics:
