Forever21 probably has something you could use. You'd probably have to get creative with a ruffled skirt (which should be relatively easy to find) and a separate, structured top.

Try Baby the Stars Sine Bright. They make all the Japanese Lolita dresses that are the most doll style I've ever seen.
