Here are some folks on Youtube that have great hair and makeup videos:
Vintageortacky - probably my all-time favorite. She's got good tips, she takes her time explaining things, and has good camera presence. Also her videos are high quality and easy to see. A lot of really bold and dramatic stuff.
Petrilude - guy that does really theatrical stuff. Gives lots of great tips, nonetheless.
MakeupgeekTV - Good tips, clear and easy tutorials.
MakeupbyTiffanyD - If you want to learn how to do quick and simple, very neutral everyday makeup, she's your gal.
Panacea81 - Does a lot of celebrity inspired looks
Kandeejohnson - super sweet and fun makeup artist that has a lot of general face care tips that I like
SarahVictor - I just like her. She does hair and makeup videos.
EmilyNoel83 - A news reported that does makeup videos. Her vids are always clear, concise, and thorough. She does makeup videos like she's doing a news story.

There is one I watch a lot....dammit I can't recall her name....I'll look her up but she does insane eye make up and make up themes...eeeh!
