We've landed in Connecticut

So my husband has been in CT at the New London Sub Base for a few months but he just recently got orders that I could join him. I got here two weeks ago and I've only managed to meet one other spouse. There's no spouse club or organization here because it's mostly a training facility and there aren't a lot of families. Other than meeting the neighbors does anyone have any good ideas for getting social? I'm not very good at meeting new people but that's something I'd like to work on since we'll be moving so much. I have two dogs so I thought maybe I'd find a dog park to visit. Any other suggestions?
Oh, also a question for your veteran wives: is it bad for us to hang out socially with someone who is higher ranked than my husband? I met a neighbor that I have tons in common with but my husband is E-3 and a student, and her husband is a petty officer. Does it matter?

I think that you can still have a valuable relationship with someone despite her husband's rank. After all, we don't wear the rank and if we are conscious of PERSEC and OPSEC then we don't discuss what goes on for them at work. My husband is 2LT and some of his best friends are SSgt in the Air Force and LCpl in the Marines. All of the people he currently works with are enlisted but they are much older than he is so we haven't made many friends here. Its actually really hard for us to make friends since we don't have any children yet.0
