Losing and Buying the Dress

If you are planning to lose weight, how soon would you buy the dress, and would you buy the dress smaller than you are, or the size you are and then alter it? My Brother got married, and my sister in law actually had to stop losing weight, because the dress would look funny if she altered it any more.
