Dog vs. Cats

My stepson has brought his dog to our house for the summer. She is an overweight corgi who is pretty mellow but is a barker. We have four cats, very territorial cats.
We have a bi-level house and at the landing between the floors we have a baby gate with cat door to keep the dog upstairs (main floor) and then downstairs is where the litter and cat food is. We have two cats who venture upstairs by the dog.
The problem is the dog hasn't learned to leave the cats along and the cats will attack. Is there anyway other than allowing the dog to get attacked to teach him to back off? I don't want Tank to get hurt, but the cats give him plenty of warning to back away.
