Dawnguard? Guards are hostile?!

So my son can't really start the add on because the guards in Riften are hostile? I think he did something but he says no....so any ideas?

Update: after he goes to Fort Dawnguard the citizens are hostile. He's not a vampire. Blah.

    lol that sucks, im going to get that update soon!

    I've recently started playing this skyrim again and just found out that you can attack while on horse haha.
