Apps for decreasing mile splits?

I've been running again for about 5 months and have had little progress with increasing my speed/decreasing my time. I run 10-12 miles a week minimum with one long (4 or 5 mile) run a week. I'm looking for something C to 5k ish that focuses on speed. Any suggestions?
