Low Carb/Low GI Eating - Veggies

I have been working on eating low GI/low Carb for a while now. There are so many different sets of rules for both out there. Some say you should count the carbs that veggies bring. Others say you should subtract veggie carbs but count fruit and still others say that you should subtract both to get a true carb count. Others also say you should just subtract the fiber content.
Today is a good example:
Total listed carbs = 139
Carbs from Veggies = 23
Carbs from Fruit = 22
Total Fiber content listed = 24
So what would my actual carb count be?

Your actual carb count is 139.
Your net carb count is 115.
Carbs are carbs are carbs whether from fruit, veggies, grains, starches, sugar, etc. Insoluble fiber is usually subtracted because it is not digested.
Lower GI foods generally have more fiber and more fat so they take longer to digest and convert to glucose. So they are less likely to spike your blood sugar and insulin reaction.0
