Toning up by running

Im constantly reading about 'lifting heavy' but I don't want to go to a gym and can't afford the really heavy weights needed. I am within my healthy weight but want to lose weight. I am particularly unhappy with my torso.
Can I achieve my goals by running?

Probably not. Running is an aerobic activity, unless you are sprinting or doing hills with an elevated heart rate. Have you considered a set of resistance bands? Amazon has them for $30-45 and they are good for home and on the go. However, "toning up" is a myth - you lose fat, you see muscle, aka "toning." If you gain muscle and don't lose excess fat, you just "get big" without gaining definintion.0

I believe that you can achieve your goals, but you will also have to watch your calorie intake. I was also at a healthy weight when I started, but I was slowly gaining and my clothes weren't fitting so well anymore. I've been at a 1450 cal/day goal + training for half marathons + hill training. It took some time (I didn't want to shed too much too fast), but I've lost the weight and 1-2 inches from my midsection and I'm now fitting back into my clothes nicely. Best of luck to you!0
