Lean Out or bulk up

Hi question if you have juggling legs your trying to work on meaning get rid of juggles make more tighter do i focus on lean out or do a bulk cylce from muscle that was loss from excess cardio or fast weight loss and then lean out.

Regardless of whether you want to bulk or cut, just work those legs!!! I personally would work them on cut first, just because, for me, I've got PLENTY of jiggle to get rid of. LOL! :huh:0
