Anyone know a good doctor in Tucson?

My 29 year old daughter was just tested for hypothyroidism. Her TSH level was 3.78. Her symptoms include fatigue and weight gain even though she eats about 1500 cal per day and rode her bike 4000 miles in 2012. Her sister, mom, aunt and paternal grandmother have all been diagnosed with hypo.
Her general practitioner (UofA Health Service) says that 4.5 is where she treats and she also said that levels don't fluctuate.
Does anyone know a doctor who would be better? Thanks

    The patient is VERY thyroid knowledgable and wouldn't go see him unless he was very good. She said it's completely worth the drive, and that they do most of the work long-distance (she gets blood tests in Tucson and he calls in any prescription adjustments).

    He doses based on free T3 and free T4, and is open to prescribing dessicated thyroid meds.
