Pre-diabetics and Insulin Resistance

Went to the doctor and had a fasting glucose test of 109 and an A1C of 5.9. Doctor diagnosed me as pre-diabetic and told me to stay away from sugar and exercise. Did some reading online and insulin resistance is associated with Pre-diabetes. What I would like to know is, is there any reason to believe that a VLCD would be better at increasing my over all insulin sensitivity over a standard low carb calorie reduction diet? Basically, is there anything can I do to increase my insulin sensitivity other then losing weight and being more active?
A lot of websites talk about how Pre-diabetics can reverse their condition and possibly use insulin like a normal person again. How true is this? That would be my goal if possible.

In my opinion a VLCD isn't optimal because you would lose some muscle mass, and muscle helps you to utilize more glucose because it stores it as energy in a form called glycogen. Just eat right and exercise and you'll be well on your way to improving your insulin sensitivity.0
