Of course you can - just don't expect it to produce the results it's capable of if one uses it in the way it was designed.
When it "fails" to meet your expectations, it's NOT the "atkins diet" that failed.
That said, ANY significant reduction in total carb intake is "better" than none at all.

Yes, and no (..."that means....).
It means that yes, you do have to progress through the steps beginning at Phase I, BUT, depending on where you are now with your total carb intake you "might" want to gradually reduce carbs to something under 75 or so (to give your body a chance to adjust to the reduced levels BEFORE jumping all the way to induction levels (typically <20/day.
Some folks can do it "cold turkey" (go from 200 now to 20 tomorrow) for others it's just setting themselves up to fail - only you can decide what will work best for you.
Whichever it is, remember that it's NOT just cutting carbs, you MUST increase fats as well.
You might want to review posts on the Low Carb Daily group for additional info and support since it is a MUCH more active and there are a number of folks there doing atkins as well as the other forms of LCHF nutrition.
Here you, hope to see you there:
