I workout in an unheated shed! Last winter was really difficult (southwestern Ontario) but I persisted! I have a heater in the shed which helps a lot but I still wear lots of layers for my workout. And gloves are a must as the barbell is really cold to touch and does not warm up as you go! It's not ideal but it is doable.…

I would not count it. I would take it as my treadmill 5K PB but not compare it to outside.

You are probably just running too fast. In c25k the run intervals should be very slow and your breathing rate should be such that you could carry on a conversation with a running partner. Try going slow - really slow! Running too fast is a common beginner error. Good luck!
