If it isn't causing you any problem then it isn't too high. All those recommended rates and calculations are just estimates. We are all different. The only way to know you maximum heart rate is to be tested to the point of exhaustion and then they know your limit.

Half the basements in America have a treadmill that is used for hanging laundry but nothing else. Go out the door and walk around the block. If the weather is bad find somewhere protected to walk.

Weight loss is caused by consuming less than you burn. The best exercise in the world is walking, most anyone can do it, it can be done just about anywhere, and no special equipment is needed. Do whatever exercise you enjoy but the key is reducing calorie consumption (eat less).

Sugar is sugar regardless of the source. However, I have found that the MFP recommendation is fat to low for people that eat a lot of fruit. I ignore the sugar count since calories are what really counts.

Running can help you burn more calories and have a deficit, a calorie deficit will reduce fat, so yes, running can reduce the size of thighs. On the other hand, exercising a muscle will result in that muscle getting larger. Some people are disappointed to find that exercising got rid of fat but did not reduce size.

Where you eat doesn't matter. Only how much you eat is important. I do find it a bit more difficult to control myself if there is an abundance of food available. The typical serving size in a USA restaurant is actually two or three servings.

Calorie burn is directly related to oxygen consumption. The exercise which causes more oxygen consumption causes more calorie burn. Strength training general does not elevate your oxygen consumption and keep it elevated for an extended period of time.
