I wouldn’t rely solely on the scale. Take weekly measurements and try increasing your daily steps. The scale will fluctuate a lot. Normal. If you don’t see changes in 3 weeks then I would drop calories a bit.

Muscle growth takes a long time. I would suggest training 4-5x a week. You need more volume and patience. Takes years to build.

Are you weighing/measuring all your food? Diet is the most important factor.

You're going to lose muscle tissue as well. Not good. That affects your present and future metabolic rate.
