People eat under their BMR in order to lose weight all the time. My BMR is ~1830 and right now I'm eating 1700 calories a day to lose 10 pounds.

This is easily achievable, as long as you're running at a fast enough pace and weigh enough. If I run for 45 minutes at an average of 6 mph, I burn around 650 calories.
