You've given some very generalized stats thus far. More information would be needed to help you more accurately...... 19% BF isn't "too high" to start a bulk but again more information is needed. Lastly.... 195 @ 8% BF is adding 42lbs of lean mass from where you are at not.....I hope you understand that is not obtainable…

Long term caloric deficit will result in weight loss. /thread You can still eat "plenty of Junk" EVERY DAY and still be "healthy" per metabolic chem panels, blood pressure, heart rate, etc.......

There are more "efficient" ways to maintain muscle, loss fat, and keep your energy levels up. Generally following a powerlifting style training plan you would want to be at your caloric maintenance or a surplus to take full advantage of strength and muscle gains.
