Milk is very good for you. Don't do this please. Milk has lots of healthy hat, lots of vitamins, lots of protein, and lots of calcium. Get lactose free milk if you're worried about carbs/sugar.

"True" bulking is gaining weight at any cost. Dirty bulks usually involve cramming your face anytime you see or think about food, then you lose the fat later on, keeping some of the muscle. If you want to gain lean mass without a bulk/cut cycle, check out LeanGains

Low carb diets work, but not for everyone. They can make you feel kinda tired and you'll lose a lot of water weight. Protein is good, but no need to make it your only food. Do a high protein diet with some healthy fats and whole grains.

Carbs post work doesn't really matter unless you're a really hardcore lifter. I take 15g dextrose immediately PWO to spike insulin and get my BCAAs into my body faster and then protein 30 minutes later or so. Most people do not need to worry about this.

It's a start, but what do you mean by "healthier foods"? Start a real diet with reasonable macros. Eat more protein, have a protein shake instead of a meal a few times a week. You'll be alright.

Just ignore them, it's really inaccurate and you'll slow your weight loss down.

Ignore the workout extra calories. If you're trying to lose weight and give yourself extra calories because you worked out then you will probably not lose weight, or at least not very fast. Also, you're probably not burning 800 a day. That's insane.

Keep is simple. Don't stress on sugars too much. They are carbs, stay under your carb goal and total calories and you'll succeed.

While it is true calves are largely genetic, that doesn't necessarily mean you are at your genetic limit. Train them and eat more and if they still don't get bigger then you are at your limit.
