Have you had your thyroid tested? Hypothyroidism can make it impossible to loss weight even with eating very few calories. Also are you actually measuring your food (using a food scale and measuring cups and measuring spoons) ?

Giaim cardio burn yoga, got it at target. When I lived in an upper apartment I did this one a lot. You could try talking to the people that live below you. They will probably appreciate that you are trying to respect their environment and probably won't care about 30 min of jumping around if it's quite the rest of the time.
