You can get HRM's that don't have the chest strap but if I recall correctly they are NOT the continous monitor type. The ones I've seen will read at the point you want to see, but not a continous reading, these are basically pulse checkers as opposed to a true HRM. I'm a runner and never use music. It messes up my pace. I end up trying to run with the beat of the music. Even if I get appropriate BPM music it still throws me all off.

If you don't run it's hard to start. You will be out of breath on the 60 second runs, make no mistake. Folllow the program. If you run so fast you can't make the 60 seconds, then run slower. What type of snacks are you looking for? Most any veggie is low carb/low cal, or are you looking for sweet? Let me tell ya, eating right I find it hard to eat all my calories some days without stuffing myself.

Go to settings. goal, custom and change it there. As a vegetarian you have plenty of calorie dense foods. Any of the nut butters are super calorie dense, or maybe saute veggies in olive oil... just a couple of ideas.

Heel-striking is a terrible way to run. Sounds a little high. Upload yoru info to garminconnect and check your heart rate to check for spikes. I've read that sometimes static can build up with your clothes and cause the HRM to spike causing weird readings.

Some people call those spike days, and insist they are great to keep your body guessing and to disallow your body getting used to a set amount of calories a day.
