You can absolutely lose on 1700 calories/day. I'm 5'2" and I've been losing on about 1730 net calories per day and I actually had to increase that from about 1580 because I reached a point where I was losing too fast.

I just started going to the gym and doing my own thing, as I continued going my stamina built up and I was able to do things at a much more vigorous pace for longer periods of time.

Don't let what other people don't notice stop you - you're doing this for yourself anyways.
