I'd go with the lower number......and what matters is that you be consistent in working out, and if possible, using the same equipment so the numbers are consistent. If, after a few weeks of using the eliptical (and other exercise) you aren't showing any progress, you can reduce your calorie intake or increase your workout…

reality is that you aren't going to be using a measuring device accurate enough to really determine 17% or 18%, unless your doing a dexa scan......the bf% scales using electrical impedence aren't all that accurate, and the body calipers can be less accurate than the scales. Go by how you look and how you feel.
