If you're working out 4 to 5 times a week and only eating 1200ish calories a day, you may need to up the amount you eat. Perhaps try eating back some (or most) of your exercise calories back to have a net of 1200 rather than 1200 minus exercise :)

My goal weight is between 140 and 150 but my ultimate goal weight is maybe about 135

Yeah I suppose the HRM is more personal. The ARC trainers only have the weight option in fives so instead of being able to put in my actual weight I rounded up :(. Perhaps that is why I have been stuck at my weight. I've been eating calories that I thought I had worked off =/
