Update... there is a box in the settings area about allowing negative adjustments when linked to fitbit that needs to be checked. Mine wasn't. I've got the same question. I topped 18000 steps according to my fitbit and it added an extra 600 calories to my daily caloric budget (but 5000 steps were from running and that was also counted). It's confusing.
