The scale isnt the only way to tell if you are going in the right direction. Remember that muscles is more dense than fat so a pound of muscle takes up less space than a pound of fat.

I used to get bad chaffing when I went on long runs. My runner friend told me to just put some vasaline there and it worked like magic
