I think people would be more happy if they have a goal bodyfat percentage rather than a goal weight since being fat or lean has nothing to do with your weight.

Weight has NOTHING to do with being fat. I can be 200lbs fat or I can be 200lbs shredded with a sixpack because weight has nothing to do with being fat. Being fat is about your bodyfat percentage and has nothing to do with your weight. Do some strength training, eat more, and make good gains.

Losing weight will not get rid of the fat on your arms and stomach. You have to reduce your bodyfat percentage by maintining your muscles while losing weight so that everything you are losing is mostly fat. Getting enough protein + strength training + fair deficit + patience should get the job done.
