Lowering your body fat %, not your weight will help (weight training, lifting heavy and frequently will help with this, as well as keeping your diet on point) I know of women with 6packs that claim to still have cellulite still so I don't know that it is something that will be 100% gone, although can be improved.

I agree with this. You will need to lose weight/fat in general to see any reduction of size anywhere on your body - just keep at it, weight training will help tighten things up and help with the fat loss - so don't delay starting a workout plan
