I'm 5ft 3 (and a half!) and sadly a size 18-20 trouser size :( and about 220 pounds. I managed to get down to about 200 pounds last year but out back on again, then I was a smaller 18 some larger 16's. It sucks to be short!

Maybe you are not eating enough calories. I had that to start with as I was trying to stick to 1200 calories a day, then I changed it to 1580 which suits me a lot better and I don't feel as weird. I'm not losing weight as quickly but slow and steady wins the race or something haha!
