Try putting the strap in the washing machine. Hang to dry, don't put it in the dryer. I usually do that to mine every 1-2 weeks to keep the sensor free of oils from your skin.

Do you wet the chest strap before you put it on? Have you thrown the strap in the washing machine? I'd try those things if you haven't before. Thanks for the validation, everyone. I'll go with what it says.
