I think most people require more than 1300 or 1400 calories a day, especially someone your age who is still growing and requires more energy. I agree that if 2,200 is your maintenance, you will need to eat more than that to gain weight. If you're trying to gain weight, you will need to compensate for the calories you burn exercising by increasing your calorie intake.
