Your weight will go up and down based on food intake, exercise, and water retention and I'm sure a lot of other things. Pre log your food. I usually have my whole day planned by the time I eat lunch. Snacks and everything. That way when I *think I'm hungry and want to snack, I look at my diary to see if it's in there and fits within my calories.

If your BMR is 1707 you should be eating no less than that really. You "only" have 50 pounds to lose so it wouldn't be a good idea to eat less than your bmr

What I do to combat this is wear compression shorts underneath. It doesn't totally fix it but it helps. If you want a complete fix, you'll have to wear sweatpants. I have compression pants that I wear underneath sweatpants and it's very comfortable.

How are you logging your food? Do you have a food scale? If not that is most likely the problem. You're eating more than you think

Well only having 7 pounds to lose you don't really have to worry about losing muscle. Losing muscle happens I believe when someone tries to lose more fat weight than is possible. If it is too much for you, don't be ashamed to scale back. Weight loss is about a calorie deficit. Exercise can help you create a larger one and improve your health, but it isn't necessary for weight loss. If it's not too much then stick with it but still don't forget to eat at a deficit
