I'd say use that hour for cardio. That way you'll have more calories to eat during the day if you happen to get more hungry. Besides, strength training always makes me really hungry so I personally wouldn't do it at the start of my day. I do have a food scale so I try to regularly weigh what I eat. I think ill stick it out for a bit and try to be more strict with what i eat to make sure I'm accurately reporting my calories. Thanks for the advice!
