Well, I'm bulking right now, so my macros probably seem skewed. I'm eating 2700 cals/day with >135g protein, >75g fat, and the rest carb, which, at the moment equals out to about 55/25/20 c/f/p. Rest as long as you need to. Personally I don't usually rest longer than 60-90 sec between lifts because I'm on a serious time crunch at the gym.

Because the OP is eating TOO MUCH food. Dropping carbs a bit and increasing fat should make her more satiated and therefor eat enough of a surplus to bulk without going overboard.

Correct. Cutting fat is a heck of a lot easier than building muscle. The more you try to keep the pack during the bulk, the less muscle you'll inevitably gain.

I've stated before in this thread (reading comprehension would help you) that my biceps are 11". I can't give an actual goal number because I don't know what specific girth will look proportionate. Specific doesn't need to be a number.
