Just adding to other responses- you can't forget that muscles weighs much more than fat and although you may not be losing lbs, you could be losing fat and gaining muscle. Wish you the best!

You're calorie level is fairly realistic considering your exercise habits. 2,300-2,600 kcal is even possibly a little low on the days you burn more than 800 calories! I would say that you're safe at the place you're at now. It's a good place to be at. So glad that you have gone this far! You're doing amazing.

5'10" 201 lbs Size 14 or so in pants. Sizes for me are really weird. I can fit the waist in 13-14 sizes usually but they're usually too short for my legs, so I go to a larger size

The HR monitor is a more accurate way to measure calories burned. With apps and other things, the amount is based on statistics, not real world people, and is often off by quite a bit.
