It may sound like the opposite thing you should do but if you're retaining water your body is holding it in because it thinks you have a deficit of water so drink more water and you shouldn't retain it!

Week 5 and 6 got a little hairy for me but I stopped after that. I can run for 10 min straight, break and run for another 10 minutes in a 25 minute period so I'd say thats pretty darn good after all that.

I think you should pump up on Vitamin C and if the weather isn't too cold or rainy you should run at a very slow pace for less time than you normally would. Drink tons of water. Not having one roll. (And I don't mean dinner rolls lol) I lay on my stomach at night and bend my right or left leg and when I'd lay down my fat rolls would touch and it bothered me. And now I can lift my leg to a 90 degree angle and not have that problem. When I was too small for my new smaller pants :).

Try the 17 day diet. I tried it and loved it to help jump start my weight loss. The beginning of the book says the accelerate cycle one is really good for those tricky last 10 lbs. Thats what I plan to do when I'm at that point in my weight loss

Sounds like you're in a plateau. After 21 days your body adapts to your new change and doesn't work super hard to try and burn calories because its routine. You should probably not eat fruits past lunch time and limit it to like 2 servings a day. They're great and healthy for you but they have A LOT of sugar in them even though it doesn't seem like it.
