Ok this might be weird but I want to know how to increase my tiny butt and decrease my stomach. From another persons perspective, is my butt in good shape or non existent?

Ok so I have been working out for 3 years straight. When I started working out I lost 20 pounds! Yet this past year I've been slowly gaining back weight. I exercise twice a day. I just put my diary on public and I would like to hear some suggestions on how to help lose weight. I'm staying at a steady 166 which is almost over weight for my height.
