All the weight is in my thighs!!

So I've lost about 9 lbs in a month, which did a lot of toning and a little weight off my midsection. However my legs are still bigger than what I'd like. How can I make my legs smaller without bulking up. I eat around 1200 cals a day and 5 days of cardio. Is resistance on the sitting bike bulking my legs or helping to slim them? Lol idk, any advice/tips are welcome
