Is this plan good for me?

I am 31 years old, 69 inches tall,164 pounds, and through online calculators, I am guessing close to 30% body fat. Over the last 7 years I have lost about 40 pounds. I do well tracking calories and exercising for a while, then fall off the wagon. I have been stuck at this weight for over a year, admittedly because I have been half assing it (meaning I track for a week or 2, lose, then binge and gain it back).
So I have been a lurker here and can see how smart you all are, so I am asking if my plan is okay. I am currently a size 12, I want to be maybe a size 8? I dont know yet, I just want to be smaller and stronger.
Anyway, my plan is 1800 calories/day and All Pro's lifting program. How is this for a starting point?

    All pros is a fine choice.

    As for your calorie intake, stick to it and track accurately for 4 weeks and adjust it as needed.

    Ultimately I would think back on your previous attempts and see if you can draw any conclusions that may lead you to adhere to your plan moving forward.
