So, is it best to keep carbs at a specific number (like 25-50) OR at a specific percentage of total calories (like 5-6%)?

It's generally advised to go by grams rather than percentages for everything.
The grams will change with different calorie intake if you only look at percentages.
Most people set a hard limit in grams for carbs.
A hard minimum in grams for protein and then fat fills in the rest to satiety. Adjusting fat intake up or down is where you create or close your calorie deficit.0 -

Some people go with net, some prefer total.
