So, is it best to keep carbs at a specific number (like 25-50) OR at a specific percentage of total calories (like 5-6%)?

    It's generally advised to go by grams rather than percentages for everything.

    The grams will change with different calorie intake if you only look at percentages.

    Most people set a hard limit in grams for carbs.
    A hard minimum in grams for protein and then fat fills in the rest to satiety. Adjusting fat intake up or down is where you create or close your calorie deficit.

    That's really up to you honestly.
    Some people go with net, some prefer total.
    There's no wrong way as long as you're achieving your goals.
