Possible to lose fat while adding muscle?

I've heard conflicting information on this. We've ll heard that to burn fat you have to eat at a deficit, but is it possible to slowly add muscle and slowly burn fat at the same time?
I'm following the Starting Strength program lifting 3x a week. For cardio I do 20 minute body weight intervals 3-5 days a week. Even on rest days I do something to keep me active. My TDEE based on my activity level is 1819. I'm gradually working up to that from 1500, currently aiming for 1700 calories a day. My macros are 40% protein and carbs and fats are split. (I can open up my diary if that's helpful).
I want to eat to build muscle since that's my primary goal, but is there a way to safely lose some fat while I'm doing it or is that just asking for too much?
