There's a lot of overlap, but primal can be much higher carb than keto (though it doesn't have to be). For example, all fruits, some natural sweeteners, possibly even sweet potatoes and potoates are ok. On a ketogenic diet most people can't eat those things and remain in ketosis (though some may be able to fit those things in on occassion if they follow a "if it fits your macros" philosophy). I am on a ketogenic high-fat diet and I do use artifical sweeteners (in additon to stevia and erythritol, which I consdider fairly natural). Primal would disallow any artifical sweeteners. Also I do eat some processed foods, which are de facto disallowed on primal. Ideally I would switch to low carb primal in the future, but only when I am ready to give up those things.

ETA: Also primal disallows all grains. Some people on ketogenic diet do eat a bit of grain in moderation, though personally I don't except for very rarely.
