Bingo arms (or Chicken Wings if you prefer)

I have lost 19 pounds over the last two months (from 154 to 135 lbs). I've lost 1 1/8" off my upper arm and am loving the way my shoulders/arms look except for one thing. If I lift my arm to wave, I still have the jiggly bingo arms. I've completed Jillian Michaels 30 Day Shred and started Ripped in 30. I've added 2 reps of chair dips at the end of my workout for some extra tricep strengthening. I still have 10lbs to lose until my goal weight, will the wiggle eventually go away? Is this fat or loose skin? Is there anything more I can do?

    Some things that help me:

    Swimming, especially breast stroke
    Lift a weight (i use 10 lbs) with both hands over head, lower it between your shoulder blades, repeat to exhaustion.

    Push-ups

    Butterfly stroke

    Arm curls with a good weight.
