Powerlifting Competition Question - Age Categories

What is the significance in age categories in powerlifting tournaments? That is, why do they have an OPEN category for all ages, and then age classes (Master, Submaster, etc.)? Do you need to qualify for the second age categories?
In looking at the application for my upcoming event, it looks like I can apply in the Open category and Submaster (age 30-39). But it would be an extra few bucks to do the second age category. I noticed at the last event I went to (as a spectator) that there were several competitors that were listed for Open and Junior, or Open and Master, and so on.
So what's the reason and/or benefit?
