45 and Struggling

Hi all. I’m 45 and I’ve been working out for about 2 years. I do cardio & strength training but can’t seem to get the scale to come down. I know that’s not the be all measure because my clothes fit well and I’m smaller but trying to measure body fat and muscle via my scale but it makes me feel huge! Anyone else know what I’m talking about? Seems impossible to loose the weight. Even saying in calorie deficit.
