Not really losing - gaining now - with weights - help?

Listen - I do not have this thing down yet and need advice..
Bmr is 1894
TDEE is 2936
MFP set to 1970
Need to lose about 14 pounds maybe 20. Want to be lean.
Usually gross 2000+ sometimes net BMR but recently netting 1600 - even with exercise not managing well to eat enough to cover the exercise calories.
Usually burning between 300 to 500 cal of exercise daily.
Looking better, feeling better, exercising but not really losing much at all on the scale.
I started with MFP at 197 rose to 203lbs now at 196lbs but went up to 198 today!!!
When i got down to 196lbs I have introduced weight training but the scale is creeping upwards.
Never experienced this ' scale going down a pound each week' scenario that everyone who seems to be losing weight talks about.
Eating 2000 cals is quite a bit for me - I am never hungry or in need of more but of course if I feel like it I do cos I know i so much legroom compared to the theoretical TDEE and my BMR corridor for a deficit.
Thinking of dropping the MFP goal by 10% - is that a good idea?
Should I forget the scale now I am weight training?
What would you do? Really like being specific with rational game plan but I thought I was doing that.
Never sure if I have anything down pat at the moment
Any suggestions? Need done solid guidance!
